Ms. Carter is a woman who has worn many hats.
She began her career in the film industry at MGM studio as a Set Decorator. Penny went on to become an Art Director and Production Designer on a variety of films and television productions. Ms. Carter worked persistently to acquire a large network of contacts within the movie industry. Ms. Carter was Production Designer on many urban dramas; one of her most notable works includes Menace II Society. She had previously won critical acclaim at the Cannes Film Festival for her work on To Sleep With Anger. Ms. Carter was later nominated for an Emmy for her talented design skills on the Robert Townsend Variety Show.
Ms. Carter next sought out a role in politics. She volunteered on Gray Davis' Get Out the Vote Campaign in 1998. After Mr. Davis' successful election to Governor of California, Ms. Carter was offered a position on his staff as Deputy Director of Advance. As Deputy Director, Ms. Carter has a broad knowledge of political protocol and has worked extensively with community outreach programs. Through this, Ms. Carter has attained a vast number of contacts within the general populace. She has organized town hall meetings and community outreach events with senior centers, schools, medical facilities and the homeless all across California. She collaborated daily with Governor Davis' and his staff on the set-up of meetings, the design of small and large scale events, many of which were statewide. She produced and directed many radio and television public service announcements and satellite tours that were broadcast in both English and Spanish. Ms. Carter has also traveled with Governor Davis across the state, nation and abroad; including the 1999 European and Middle East Business Development mission in which she received recognition for her role as a key leader. The mission was designed to increase California's trade and to partner with other nations.
Later Ms. Carter was appointed by Governor Davis to the position of Assistant General Manger for Programs, California Exposition and State Fair (Cal Expo). She was presented with the task of bringing cultural diversity to the California State Fair. Ms. Carter worked extensively with individual cultural groups, most importantly, acting as a Liaison between the African American Community and Cal Expo, supporting the State Fair's efforts to improve communication and enhance their working relationship. Her responsibilities included community outreach with varied cultural groups, overseeing of the production, planning, coordinating and design of programs, shows and events at Cal Expo. She also administered the California State Fair Scholarship programs.
Ms. Carter continues her work offering her design and art skills to non- profit community service groups, as well as serving as Director of Advance for California Gubernatorial Candidate and California State Controller Steve Westly. Most recently, Ms Carter was appointed to the position of Northern California Director of African American Community Outreach, were she works diligently to reach out to State Officials and Community Leaders offering insight into new Assembly and Senate Bills and Propositions that affect their immediate community and the Great State of California.
