He attended Princeton University, and earned his doctorate from Oxford University, where he was a Rhodes Scholar. After serving in the Army, he taught history at Harvard and Princeton universities.
In 1987, he was appointed the 13th Librarian of Congress and leader of the oldest US federal cultural institution.
