With Arrow: Season 5 set to return in late January, I had some time to go back and watch Seasons 1 and 2. It’s been said the Prometheus stems from the first season. The first two are long shots, but after freshening up on the characters, below are the 5 possibilities who I think Prometheus could be:
Malcolm Merlyn

This isn’t probable, but is a possibility. He hasn’t been seen this season. Even though he has been on Legends of Tomorrow, he has yet to make his way to Arrow. Always the antagonist to the Green Arrow, I doubt he is Prometheus because that would be fairly anticlimactic as he has been in every season, and it’d be too close to his Dark Archer character.

The CW's Arrow has become one of the most beloved superhero TV shows of all time in just four short years. However, as good as the show has recently become, it still can’t compare to the glory of its second season. Colin Salmon has revealed that he has found it hard to get acting roles in the UK.
The British actor - who has recently appeared in Us shows 24: Live Another Day and Arrow - explained why many UK stars have chosen to find work in America.
He told ITV's Loose Women: "It's been really hard here in Britain for actors and therefore we've had to up our game.
"I think we have incredible voice coaches now because it's all muscle memory. We are trained a different way. It's not like we're imagining it, we know, we're specific. We know the areas."
He continued: "I've worked with Cicely Berry from the Royal Shakespeare Company, the best voice coach in the world, and Paul Robeson, so we have all the backstory.
"You've got the young actors - I'm about to do Musketeers - and the young guys on that, the discipline level is another level.

According to VancouverFilm.Net, The CW has renewed Vancouver-lensed "Arrow" for a Third Season, with the comic book adaptation continuing to make gains, according to The CW's president Mark Pedowitz.
"Arrow" executive producers Greg Berlanti and Marc Guggenheim, also confirmed more DC Comics characters that will appear on Season 3 alongside regular characters:
'Felicity Smoak-Raymond' debuting in DC's "The Fury of Firestorm #23 , appears in the series as the manager of a computer software company who takes up the fight to keep 'Starling City' clean.
'Walter Steele', debuting in DC's "Green Arrow' Vol 4 #1, is the new CEO of 'Queen Industries'.
'Merlyn', debuting in DC's "Justice League of America" #94 appears as a villainous archer and member of the deadly 'League of Assassins'.

As reported first by Deadline, Salmon will play General Coburn, described as intelligent, fiercely loyal and powerful. He also isn't someone to accept foolishness. That should make Coburn an excellent foil/ally/enemy for Kiefer Sutherland's Jack Bauer.
In addition to his recurring role on "Arrow," Salmon has appeared on "Strike Back" and "Law and Order: UK."
