He joined the Federal Trade Commission as head of the Bureau of Consumer Protection from 1970 to 1973. He returned as an FTC commissioner from 1978 to 1981 and became FTC chairman from 1995 to 2001. He was also a professor and dean at Georgetown University's law school, and a lawyer with the Washington firm Arnold and Porter.
