William "B.L." Strang-Moya is a filmmaker and film festival organizer from Ocean City, Maryland. In 2017, he earned his undergraduate degree in film from Towson University, the same year that he founded the Ocean City Film Festival in collaboration with the Art League of Ocean City. The Ocean City Film Festival is an annual international film festival that features approximately 100 films each season.
