This is an Inspector short from DePatie-Freleng. There will be spoilers ahead:
Hassan the Assassin escapes and must be tracked down by The Inspector and Sergeant Deux-Deux. Deux-Deux offers The Inspector a "lucky" rabbit's foot which is anything but lucky.
Various gags which end in bad things happening to The Inspector take up much of the cartoon and a lot of them are familiar to anyone who's watched cartoon shorts to any great degree. The gags have a high rate of "meh, who cares?" to them because they were done better years before, but there are a few laughs scattered about. Some of the gags do have some interesting variations on the theme, which is nice. The ending is good.
This short is available on one of two DVDs comprising all of the 34 Inspector shorts . The DVDs are well worth getting.
