When Jack mentions the siege at Waco, he implies that the ATF's raid failed because of a screw-up by an agent on-site. While it's true that the attempt to raid Mount Carmel failed, it was through no fault of ATF's boots on the ground; their plan was shot before the assault team even reached the compound: a reporter inadvertently compromised their advantage of surprise when he got lost and unknowingly asked David Koresh's brother-in-law for directions. Even 25 years later, Bill Buford, one of the ATF team leaders on February 28, maintains a high degree of certainty that the raid, as planned, would have succeeded had their advantage not been lost.
