The students at the college are protesting, among other things, that they cannot vote until they are twenty-one years old. This changed with the ratification of the 26th Amendment to the US Constitution. It was proposed by Congress on March 23, 1971, and three-fourths of the states ratified it by July 1, 1971.
Malloy's statement of, "Go directly to jail, do not pass Go, do not collect two hundred dollars," is in reference to the board game, "Monopoly".
