Meet Officer Jim Reed (aka. "Your Lordship").
As the story goes - Reed has carefully put together a great plan called "Operation Truant" which he firmly believes will cut down significantly on the 459s that are being committed during the time when public schools are open to their students (and many of these students are being found absent).
Anyway - Jim Reed must now convince his superior (Captain Grant) that his "Operation Truant" is worth setting into action.
In the meantime - Reed and Malloy have their hands full, dealing with heroin pushers and car thieves, galore.
