Essentially as stated, Native Americans were not considered citizens as opposed to persons as stated. Subsequent to the 14th Amendment, opinions were developed to exclude them from its inclusion. The 1887 Dawes Act did confer citizenship provided certain things were given up. It would not be until the 1924 Indian Citizenship Act would recognize their citizenship, and not until the 1965 Civil Rights Act that they would truly be granted full rights.
