There is a city councilor election and Frasier bets that he can make a campaign for Woody with empty political slogans and get him at least 10% of support. It works and then the previous city councilor gets in trouble and Woody has a chance to win. Everyone actively supports him until Frasier has a scary dream of what can come out of Woody's political career. He wants him to stop, but it is too late an at the end Woody is elected.

A pretty good idea. This could have been a good spin off as well, I was wondering when watching this episode if that was on their mind. But Frasier was the best in this episode once again,together with his dream. So I am glad they chose him for spin off

Woody's Nuclear Threat

Frasier is so upset with an air-headed incumbent councilman who has been in office for 30 years that he attempts to test a theory that anyone could get 10 percent of the votes. Woody is chosen and Frasier begins a simple campaign for him. As he is interviewed he comes off as a simple but honest guy and the dominos begin to fall.
