- After killing a woman during a domestic disturbance call, Officer Stan Kelly claims he followed department procedures, but his shaky memory of the event makes him an easy target for her husband, who insists the cop had no reason to kill his wife. In court Costello testifies that Stan was right in shooting his wife, raising suspicions that he changed his story under pressure. However, accosting Kelly after the hearing, Costello admits to shortchanging the investigation so that he can kill Stan himself. Meanwhile, after arresting a Cuban diplomat for striking one of his officers, Tony hears from his college friend, State Department official Edward Eggleton, who demands that the prisoner be released in order to head off an international incident.
After Tony announces the upcoming interviews for the "Hot Cops" calendar, several of his officers begin to prepare for the event but their weightlifting causes muscle problems that hamper them in their jobs. Upon receiving a videotape showing Arnie being held in a Chinese prison, Tony turns to Eggleton for help but is rebuked by his old friend. Assigned to a desk job, Kelly receives several threats from Costello before returning home to find that his answering machine has been booby-trapped with explosives. Meanwhile, the calendar's publisher asks Tony to be appear as "Officer April".
Offering himself as bait to catch the deranged widower, Stan fakes his own suicide as Costello is stalking his apartment from the street below. When he goes to see the body at the funeral home, Costello is then surprised when Kelly rises up out of the coffin and arrests him for attempted murder. Still uncomfortable with Mrs. Costello's death, Kelly regains his confidence after saving the life of a young hoy.
