There are several plot lines here. One is the "enterprising" Frank Burns, who realizes that the locals are stealing from the garbage dumps outside the camp. Frank decides to sell the trash to the highest bidder. Our resident sex machine, Hawkeye, is unable to perform with an attractive nurse and goes through throes of uncertainty about his manhood. This is really as sickening as Frank's garbage thing. The most touching involves Radar discovering that some tubes have been pulled out of a patient waiting to be brought in to surgery. He is told he saved the man's life. This develops a friendship between the two, but the kid is still in bad shape. He is the product of an overzealous Colonel who feels the need to risk his soldiers to get the dead off the battlefield. All three plots come into alignment as the story ends.

I think Colonel Potter was a bit out of line turning a blind eye to Hawkeye dumping garbage on a fellow Colonel. I know Potter gives Hawkeye rope at times, but really to allow him to humiliate a fellow Colonel in front of the whole 4077th was a bit too much and unrealistic. Anyway, in this episode Hawkeye also experiences impotence with Nurse Able, so he wonders why.
