Writers tried to cram too much into the show.

Binghamton gets the crew of the 73 to take him to a meeting in the port at New Caledonia. At the leisure port, the Captain orders that the crew remain on the PT boat which causes ill feelings for the men. When Binghamton leaves, McHale gives the men liberty as long as they are back in a few hours.

It is not long before McHale runs into an old semi-friend, Big Frenchy (George Kennedy). Before long Big Frenchy will steal the PT boat and have the crew of the 73 in jail. With Binghamton due back in less than an hour McHale is going to have to come up with one big plan to get out of this jam.

There is a lot going on in this episode but most does not make much sense. Probably the best part of the story was the relationship between Virgil and a french woman named Fifi. But that was left untapped as the story move along to things that was complicated and unpredictable. It appeared that the time allotment for the show was coming to the end and the writers did not have enough time to wrap-up the show. When the credit rolled there were still things left on the table that needed to be addressed. But it was not to be as the show ended and the hopes for a entertaining episode collapsed.
