The computer tells Geordi that Risa is "climate controlled for optimum tourist comfort." As Risa hosts multiple species this would be impossible. For example, Vulcans would consider the comfort zone for humans to be quite cold, while Andorians would find it too hot.
However, optimum does not mean ideal for everyone. Optimum means 'best' so it presumably a compromise, with temperatures tolerable for most.
At around 12:50 in the simulated Ten-Forward, La Forge asks to join a table and someone replies "Sure", but you can just see that neither person's mouth is moving.
