Hooker changes the tactical plan inside the bank. There were two then four armed suspects and three armed officers. His plan of taking the suspects outside failed due to the suspects changing their plan inside. He would have been better off either arresting the male and female once they entered and before they pulled guns or assigning each officer a target to take out once guns were pulled. A similar tactic was shown being used by Capt. Richard Winters in Crossroads (2001), where he assigned a target to each soldier so no targets were duplicated.
