Daphne O'Connor (Caitlin FitzGerald) tells it to Jerry Rubin (Jeremy Strong). Both this West Wing episode and the movie were written by Aaron Sorkin, who is well-known for recycling many of his own best lines (popularly known as "Sorkinisms") from project to project.
The full saying referenced in the title of the episode is "There are three kinds of lies: Lies, damn lies, and statistics." The phrase was made popular in the United States by Mark Twain, among others.
