At the end Earl says, "Turns out, being saved by the government is free to tax payers". By 2005, when this episode aired, some rescue services had begun charging folks for the cost of being rescued...especially if they became endangered by doing something illegal or really stupid.
In the opening scene Randy is watching 'Sigmund and the Seamonsters'. This was a two season children's show produced by Sid and Marty Krofft. In three previous episodes Randy was watching 'H. R. Pufnstuf', also a Krofft production. Sid and Marty shows were generally high concept programs.
