Tobey is what is known as a "born again virgin." With the rise of the abstinence movement in America a greater emphasis began to be placed in some circles on maintaining virginity until marriage. Virginity was held up as a pure and sacred state which could be easily spoiled by sexual contact. However, this exacting standard threatened to write off those teens who had already had sex. Since virginity was portrayed as a binary state, and since they were no longer virgins, why shouldn't they engage in whatever sexual conduct they felt like. The answer to this problem was the idea of a "born again virgin." This was someone who has already had sex, but has rededicated themselves to remaining abstinent until marriage. Toby has had sex, but in Jesus eyes he is considered pure because he has, supposedly, rededicated himself to abstinence. When he tells Dawn that she can have sex with him because she will still be "pure in His eyes" he would seem to be referring to the idea that Dawn can rededicate herself to abstinence after they have sex. It may also be an acknlowedgement on his part that he is raping Dawn and that therefore she bears no blame for her lost purity.The act of becoming a "born again virgin" is also known as a popular trend called "Revirgining" as seen in the "Luanne Virgin 2.0" episode of King of the Hill.
