CBS has done this premise a number of times (I seem to recall the CSI: NY series finale doing it) where a character seemingly uses lethal force for no reason only to be justified. Given this show takes liberal political positions more often than not that result is kind of surprising, and yet it is too predictable at the same time.
It is hard to buy into the drama when we know they won't have one of the good guys go bad. It was a solid episode, it is just hard to think Sebastian was actually in any danger at any point.
