I don't know how believable the idea of "gutter kids" is, but it was a fun little premise if you could put its improbable nature aside. Seeing a bunch of men in suits tracking them was equally ridiculous.
It was something different so I appreciate that, but like hundreds of NCIS episodes before it, they had 20 minutes of good content and didn't know what to do with the other half of the episode.
