How does one define things?

I've always wondered about "made for TV" films. Were they actually deliberately made for TV, or were they intended to be cinema releases before a film exec realised how bad they were?

Either way, this comes across as an example of the latter. I don't know if this did get a cinema release, but if it did it was wholly undeserved!

Mindless violence, lame attempts at comedy that make Arnold Schwarzenegger look like a comedic genius, and just rubbish acting throughout make you want to leave half way through this film.

Which is why I've just switched channels to watch the news instead.
