Too few (uninspired and dull) action set-pieces, underdeveloped characters (with no arc), non-existent story, unconvincing protagonist, weak antagonist, no conflict, no drama, and nothing really at stake make it a rather boring 'Superhero action movie.'
The only thing which stands out is crappy CGI compositing; everything else is generic and mediocre.
