Typical social criticism that didn't touch the root of the problem

This movie is a typical type of most contemporary social criticism reflected in the Chinese movies in that it did not, or dared not touch the root of the problem that caused all these crimes: Corruption of the regime.

The true solution to check the corruption and its associated crime is simple: democratic reform that separates powers by putting the check and balance in the hand of people. Obviously this is something the movie dared not to mention, or else it could never escape the fate of being banned by the governmental censorship, and therefore, the criticism is not complete.
